Kara Scarboro is a member of the Insurance Practice at Saul Ewing LLP. She provides clients in the insurance industry with an understanding of government regulation and the legislative process gleaned from her legal and supervisory experience in the executive branch of Pennsylvania state government. Before joining Saul Ewing, she served as Deputy General counsel in the Governor’s Office of General Counsel, as well as Assistant Deputy General counsel in the Legislative Group.
